In 2024, Alexandria, Virginia has taken significant steps to address the challenges of climate change through its “Flood Action Alexandria” program. Despite the drought conditions in the D.C. region, the city has accelerated the pace of flood control projects and resident grants. According to Jesse Maines, the city’s stormwater management chief, the increasing frequency and intensity of storms have made it necessary for cities like Alexandria to adapt quickly.

To fund these initiatives, Alexandria implemented a stormwater management fee in 2017, which will support at least $280 million in flood mitigation projects over the next decade. The city is also offering grants of up to $5,000 to homeowners and $25,000 to condo associations for property upgrades to protect against flooding. So far, at least $1 million has been claimed.

In addition to these efforts, Alexandria is updating its Federal Emergency Management Agency flood maps, which has earned a 20% reduction in flood insurance premiums for its residents. Maines emphasized that this is not just about infrastructure, but also about helping communities accept the reality of climate change and finding ways to adapt to its impacts.

While 2024 has been a year of progress for Alexandria, Maines stressed the need for consistent efforts in the future. The city is committed to mitigating flooding risks and adapting to the changing climate, and these efforts will be necessary for decades to come. With these initiatives in place, Alexandria is taking a proactive approach to addressing the impacts of climate change and protecting its residents from the effects of severe weather events.
